1944 का शिकागो कन्वेंशन अंतरराष्ट्रीय नागरिक उड्डयन का “मैग्ना कार्टा” माना जाता है। इसे द्वितीय विश्व युद्ध के दौरान अमेरिका के शिकागो शहर में 54 देशों ने हस्ताक्षर करके स्वीकार किया था। इसने आधुनिक हवाई यात्रा की नींव रखी, जिससे नागरिक उड्डयन को सुरक्षित, व्यवस्थित और वैश्विक स्तर पर समन्वित ढंग से विकसित किया जा सके। इस कन्वेंशन ने हवाई क्षेत्र (Airspace) की संप्रभुता से जुड़ी पुरानी समस्या का समाधान किया और एक अंतरराष्ट्रीय संस्था अंतरराष्ट्रीय नागरिक उड्डयन संगठन (ICAO) का गठन किया, जो पूरी दुनिया में नागरिक उड्डयन के मानक तय करता है और निगरानी करता है। पर्यटन उद्योग के लिए, जो हवाई संपर्क पर निर्भर है, यह कन्वेंशन एक ऐसा मील का पत्थर है जिसने अंतरराष्ट्रीय यात्रा को अधिक संगठित, भरोसेमंद और सुलभ बना दिया।


🔹 शिकागो कन्वेंशन क्या है?

  • यह एक अंतरराष्ट्रीय संधि (International Treaty) है जिस पर 7 दिसंबर 1944 को हस्ताक्षर हुए और यह 4 अप्रैल 1947 से लागू हुई।

  • इसने अंतरराष्ट्रीय नागरिक उड्डयन के लिए कानूनी और नियामक ढांचा स्थापित किया।

  • इसने अंतरराष्ट्रीय नागरिक उड्डयन संगठन (ICAO) की स्थापना की, जो संयुक्त राष्ट्र की एक विशेष एजेंसी है और जिसका मुख्यालय मॉन्ट्रियल, कनाडा में है।

  • आज लगभग 193 देश इसके सदस्य हैं, जिससे यह लगभग सार्वभौमिक संधि बन चुकी है।


🔹 शिकागो कन्वेंशन की आवश्यकता

  1. 1944 से पहले समन्वय की कमी – हर देश के अपने हवाई नियम थे → एयरलाइंस और यात्रियों के लिए भ्रम की स्थिति।

  2. सुरक्षा और संरक्षा की चिंता – सामान्य सुरक्षा मानकों और हवाई मार्गों के नियंत्रण की आवश्यकता।

  3. हवाई क्षेत्र की संप्रभुता – यह स्पष्ट नहीं था कि किसी देश के ऊपर का आकाश किसके नियंत्रण में होगा।

  • अंतर्राष्ट्रीय प्रकृति संरक्षण संघ (IUCN) के अनुसार –
    राष्ट्रीय उद्यान वह प्राकृतिक क्षेत्र है जो विशेष रूप से वन्यजीवों, पौधों और उनके आवास के संरक्षण हेतु सुरक्षित किया गया हो, जहाँ वैज्ञानिक अनुसंधान, शिक्षा और मनोरंजन (Tourism) की गतिविधियाँ नियंत्रित ढंग से की जा सकती हैं।

  • भारत में परिभाषा (Wildlife Protection Act, 1972):

    • राष्ट्रीय उद्यान वह क्षेत्र है जिसे राज्य/केंद्र सरकार अधिसूचित करती है।

    • यहाँ शिकार, वनों की कटाई, खेती, चराई, खनन और व्यावसायिक शोषण पूर्णतः निषिद्ध हैं।

👉 भारत का पहला राष्ट्रीय उद्यान – जिम कॉर्बेट राष्ट्रीय उद्यान (1936, उत्तराखंड)
👉 2025 तक भारत में लगभग 106 राष्ट्रीय उद्यान और 560 से अधिक अभयारण्य हैं।

हिमालय अपनी बर्फ से ढकी चोटियों, हिमनदों, नदियों, घाटियों और सांस्कृतिक विविधता के कारण पर्यटन की अपार संभावनाएँ प्रदान करता है। यहाँ साहसिक पर्यटन (Adventure Tourism) की गतिविधियाँ जैसे ट्रैकिंग, पर्वतारोहण, रिवर राफ्टिंग, पैराग्लाइडिंग, स्कीइंग और कैम्पिंग बहुत लोकप्रिय हैं। धार्मिक पर्यटन के लिए यह क्षेत्र अमरनाथ, वैष्णो देवी, केदारनाथ, बद्रीनाथ, हेमकुंड साहिब और सिक्किम, लद्दाख व अरुणाचल प्रदेश के बौद्ध मठों के कारण प्रसिद्ध है। प्राकृतिक पर्यटन के लिए काज़ीरंगा, वैली ऑफ फ्लॉवर्स और नंदा देवी बायोस्फीयर रिज़र्व जैसे राष्ट्रीय उद्यान आकर्षण का केंद्र हैं। लद्दाख, हिमाचल और पूर्वोत्तर की अनूठी संस्कृतियाँ इस क्षेत्र को विश्व के सबसे बहुआयामी पर्यटन स्थलों में से एक बनाती हैं।

🔹 प्रस्तावना (Introduction)

1946 का बरमूडा कन्वेंशन द्वितीय विश्व युद्ध के बाद संयुक्त राज्य अमेरिका और यूनाइटेड किंगडम के बीच बरमूडा में हस्ताक्षरित एक द्विपक्षीय समझौता था। इसे अंतर्राष्ट्रीय नागर विमानन नियमन की आधारशिला (cornerstone) माना जाता है। उस समय हवाई परिवहन वैश्विक व्यापार, कूटनीति और सांस्कृतिक आदान-प्रदान का एक महत्वपूर्ण साधन बन रहा था, लेकिन मार्गों, किरायों और एयरलाइन अधिकारों को नियंत्रित करने के लिए कोई मानक ढांचा उपलब्ध नहीं था। बरमूडा कन्वेंशन ने यह ढांचा प्रदान किया और आने वाले वर्षों में दुनिया भर में सैकड़ों हवाई सेवा समझौतों का मॉडल बन गया।
